 Just like any members of an organization. Just because something is your job doesn't mean you actually do it. As long as you don’t get caught there is no problem. You focus on keeping your job and not getting in trouble and trying to get the most out of your job. Not everyone is completely honorable. Over time these organizations started being corrupt and since there the ppl that are supposed to stop corruption no one was there to stop them.
